Open eBook Publication Structure Container Format (OCF) 1.0 Output Status

Document Output Procedure

The Working Group will maintain a record of all IDPF Member and Public Comments during this 30 Day Comment Period.  At the end of the Comment Period, the Working Group will record their actions on each comment and submit the revised Draft Document, Comments and Actions to the IDPF Board of Directors for a Final Board Review.  Following the Final Board Review, if elevated by a vote from the IDPF Board of Directors, the document will undergo an IP Notice Period of 45 days.  The IP Notice Period will be followed by an IDPF Membership Vote which will require a Super Majority to approve the Proposed Document as a Recommended Document (Official Specification) in the IDPF.

Document Summary & Status (Update 10/27/06)

Dear IDPF Members,

I am very pleased to announce that the IDPF membership has elected to elevate the status of the Open eBook Publication Structure Container Format 1.0 (OCF 1.0) to a Recommended Specification, an official IDPF industry standard.  A press release announcing approval of the specification as well as publisher adoption and software implementations of the standard was released this morning at http://www.idpf.org/pressroom/pressreleases/ocf1.0.htm.

Voting to elevate the specification closed on 2400 EST on Friday, October 27th.  All votes by IDPF members in good standing were counted.  On October 11th, the start of the voting period, there were 86 IDPF members eligible to vote.  The ballot was conducted via a remote material vote requiring a super-majority of a quorum of FOR votes to pass.  The established quorum was 43 members and the established super-majority was 39 FOR votes.

The vote count is as follows:

Votes AGAINST       0
Votes ABSTAIN      11

The required quorum and super-majority of votes was met and OCF 1.0 was elevated to a Recommended Specification.

I would like to personally congratulate Garth Conboy and John Rivlin, Working Group Co-Chairs, and the entire OCF Working Group for their efforts.  Also, the OEBPS Working Group (http://www.idpf.org/idpf_groups/oebpswg.htm) is currently working on a revision of the OEBPS specification.  A draft specification will be released by the end of the year for membership and public comment.

Update 10/11/06: On August 23, 2006, the IDPF Board of Directors voted to elevate the Open eBook Publication Structure Container Format (OCF) 1.0 to a Proposed Document with a recommendation to vote "FOR" elevating its status to "Recommended Specification", an official IDPF specification.  The OCF 1.0 Proposed Document can be found at:

All IDPF Members are now directed to vote on elevating the OCF 1.0 to the status of "Recommended Specification" by replying to this message with your company name and your vote in the subject line.

A Final Notice Period as per the IDPF Intellectual Property Rights ("IPR") Policy began on August 23, 2006 and ended on October 9, 2006 as per a vote by the Unified OEBPS Container Format Working Group.  The IDPF received one Disclosure and Licensing Statement from Microsoft Corporation.   The Licensing Statement indicates agreement to license Essential Claims without charge.  The full statement can be found at:

The IDPF Board of Directors has directed this to be a "Remote" (via email) "Material Vote".  A "Material Vote" as described by the IDPF Policies and Procedures, is one that requires at least 50% (a quorum) of the eligible IDPF Members (current on member dues), and a super majority to approve the Proposed Document.

Voting options are: FOR, FOR with Comments, AGAINST, AGAINST with comments, ABSTAIN, and ABSTAIN with comments. Place any comments in body of the reply.  If you do not wish to cast a FOR or AGAINST vote, please return your vote with a notice of ABSTAIN in order to reach a quorum for voting.

Please note that votes made by members in good standing only will be considered valid and counted.  Members in good standing are up-to-date on member dues.  If your company or organization is not current on member dues, please contact the IDPF to pay your dues prior to casting your vote.

The voting period will commence immediately and close at 2400 EST on Friday, October 27th, 2006.

Update 8/23/06: On August 23, 2006, the IDPF Board of Directors voted to elevate the Open eBook Publication Structure Container Format (OCF) 1.0 to a Proposed Document with a recommendation to vote "FOR" elevating its status to "Recommended Specification", an official IDPF specification.  On August 18, 2006, the Unified OEBPS Container Format Working Group voted to call for a Final Notice Period as per the IDPF Intellectual Property Rights ("IPR") Policy.  The Final Notice Period will begin on August 23, 2006 and last for 45 days ending on October 9, 2006.  The IDPF IPR Policy can be found at:
 
 
Pursuant to the IDPF IPR Policy, members are required to disclose any Essential Claims and provide a Licensing Statement based on the Open eBook Publication Structure Container Format (OCF) 1.0 Proposed Document.  To fulfill your obligations, please fill out the IP Disclosure Form and return to IDPF Executive Director, Nick Bogaty, by the end of the Final Notice Period.  Please note, if do not have have any Essential Claims on the OCF 1.0 Proposed Document, you do not need to reply to this notice.

Following the Final Notice Period, the IDPF Board of Directors will present the Proposed Document with the results, if any, of the Final Notice Period to the IDPF Membership for a vote.  This remote (via email) vote will require a Super Majority to approve the Proposed Document.

Update 7/24/06: On July 24th, 2006, the IDPF Board of Directors voted to release a revised version of the Open eBook Publication Structure Container Format (OCF) 1.0 based on IDPF Member and Public feedback on the draft specification released to the public on June 20th, 2006.  The revised version of the specification was approved for release by the Unified OEBPS Container Format Working Group on July 24th, 2006.  In addition to the revised specification, the Working Group has included a red-lined version of the June 20th document as well as a document detailing comments and Working Group responses.  All of those documents can be found below under OEBPS Container Format (OCF) 1.0 Draft Specification Documents.  The Draft Review Period closed on Friday, August 4th, 2006.

On June 1st 2006 the Unified OEBPS Container Format Working Group agreed to submit the OEBPS Container Format (OCF) 1.0 Working Draft Specification into the official IDPF output process as a Submitted Document as per the IDPF Policies & Procedures 4.6.2 (Approving an Official Document). On Friday, June 30th, the IDPF Board of Directors voted to elevate the document to Draft Status for IDPF Member and Public Review.  The Draft Review Period will begin on Wednesday, July 5th, 2006 and last for 30 days, ending on Friday, August 4th, 2006.
